keep Things are a little hard to search because "Plou" just means "town", but it's clear that it is a distinct municipality, and GMaps aerials show an obvious town at the spot.

Keep. This is worrying, I mean, there are hundreds of small towns in Spain alone for which you can only find sources in local newspapers and certainly nothing written in English. Is this the start of a campaign to delete many other similar pages? --

A quick look at the nominator's contributions easily yields the answer "no". Besides, the municipalities are legal divisions and will all pass
WP:GEOLAND, and it appears that other villages will do the same.
