The references provided here are all either primary sources, non-independent sources, PDF files, or are dead links. No evidence has been provided of non-trivial discussion in reliable, independent, secondary, published sources. As near as I can tell from an Internet search, "Optimist" appears to be a brand name for a dingy, in which case this article probably qualifies as promotional.
