Unreferenced since March 2007, searches for "Ngau Kok Wan" and "牛角灣" bring up only passing mentions. Appears to be basically a cement factory and so fails WP:CORP, but even if WP:NGEO is used this is not a legally-recognised populated place and as such needs to pass WP:GNG, which it doesn't at least based on the references I've seen in my WP:BEFORE search.
