PROD was contested based on the assumption that Masch has held statewide office, but he has not held any statewide elected office or been elected to any office over the course of his career. Politicians and judges who have held international, national, or sub-national (e.g., province- or state-wide) office-- doesn't explicitly state that one has to be an elected official to meet NPOL. The office he holds - Secretary of Administration - is a technically a state-wide office. Ergo, he is notable under WP:NPOL. That said, the article's quality does not look good right now.
