Keep. Algebraic number theory is a very low citation field, so while we can't use his citation counts and h-index as a reason to keep the article as we often would for academics in other fields, they are also not evidence of non-notability. On the other hand, for mathematicians, being an invited speaker at the ICM is a signal honor, and I think the Infosys Prize is also significant, enough to pass
WP:PROF#C2. —

Keep: I wish there was a bit more and probably just a little bit
too soon, but I find myself in agreeance that winning the
Infosys Prize in such a niche field of mathematics demonstrates his impact on his field and thus notability.

Weakish keep. The ICM address was joint with his more senior and likely more-notable colleague, and the citation record is weak even for a low citation field like math. It looks, however, that the recipients of the Infosys Prize are generally notable, and the combination of award + ICM looks like a keep.
