Regardless, the purpose of the guideline seems to be intended to include institutions like Yale but disclude establishments like Connecticut College (otherwise it wouldn't use the word

(1) That's just one country [the scope of the guideline is global], (2) it does even make the top ten, (3) by definition of that statement, it discludes all colleges that aren't liberal arts colleges (which is a lot of colleges).
