Delete. Being county-level head of a local infrastructure department is not an automatic notability freebie that guarantees inclusion in Wikipedia, and the article is not referenced anywhere close to well enough to suggest that he's more notable than the norm for that level of significance. As always,
WP:GNG is not just "count the footnotes and keep anything that gets to two" — it tests the sources for their depth, their geographic range and the context of what they're covering the subject for, not just the raw number, so the fact that he's gotten his name into his local media a handful of times, in exactly the same way as every head of every public works department in every county can always show, is not automatically enough in and of itself.

Delete Wright appears to have some coverage in relation to the
Flint water crisis, but not enough to merit a standalone article. It's possible that a merge redirect to the water crisis article could be appropriate, although even then that article only has one quick mention of Wright. Best,
