Delete. First appears on topos in 1907 as "Israel Church", and appears on and off over the years as either "Israel Church", "Israel", and "Israel Ch" (which I assume means "church"). This isn't named after a landowner; this is named after Mount Israel United Methodist Church, located right in the middle. Searches for the church show
an article about its 100th anniversary, and databases list its address in either
Tunnelton or just Preston County. Google Maps shows a few houses located in the area, but all addresses are for Tunnelton. While the area looks populated, it's safe to say this place doesn't exist.
