It was literally a wharf, which the county took over back in the 1920s and gradually turned into the marina it is today. Doesn't seem to be notable, and certainly isn't an never was a settlement.

Weak Keep. No
post office. GBooks had a few hits, but all fairly trivial. newspapers.com found a number of hits including an article about the history of Cuttings Wharf and about the low quality housing. The
Napa Valley Register has coverage from around 2011 about the housing and its eventual demolition. The state of California recognizes a boat launch at this location, but I don't feel that necessarily meets legal recognition of a community, so #1 of
WP:GEOLAND is not met. However, there seems to be non-trivial coverage of the location from multiple sources, so on that basis #2 of
WP:GEOLAND is met. In particular, that there is an
article about Cuttings Wharf meets my needs, and there are other articles such as
[1] over the years. It is of interest and possibly notable how this location at one time provided low income housing in a county known for its affluence. I don't have strong feelings about keeping this article, though I did just now spend some time adding references and I feel like it meets a basic standard of notability.

OK, that explains a peculiar detail in some of the aerials, which show a dense cluster of "buildings" which, from these articles, were actually war surplus army tents. I'll have to look into this a bit further; I'm not quite clear on the notability.

My reading of various sources
[2] indicate that actual buildings were moved, not surplus army tents. That being written, I'm fine with this article being deleted if it is too
WP:MILL. It seems like a typical very small community with substandard housing that results in evictions. FWIW - there are signs on
CA-12 for this locale and "Napa Valley Resorts". This does not make the locale notable, but I was always curious as to what exactly was down those roads.
