Conservative Party (Hong Kong) is mentioned at both of the possible targets. In my searches for sources, I was able to find only passing mentions in reliable sources of the Conservative Party (
traditional Chinese: 保守黨;
simplified Chinese: 保守党). The political party does not pass

A redirect with the history preserved under the redirect will allow editors to selectively merge any content that can be reliably sourced to the target article.
