As many recent precedents indicate (see Wikipedia:Articles for deletion/Albanian-Moldovan relations for just one), the mere existence of diplomatic relations is not notable, and that is what we have here. That the Canadian government calls these relations "excellent" is nice, but what else do we expect for two countries on opposite sides of the world, one of which has "Peace, order and good government" as its guiding principles, and the other of which is a handful of mountain hamlets in an area 2½ times the size of Washington, DC?
