Delete; Softlavender underestimates the size of the article by 266-2/3%, but an uncited eleven-word article like this has no basis for existence. It could be a hoax (not likely, as it was created by a longtime admin whose sanctions were seemingly totally unrelated to verifiability) and we wouldn't have a clue; anyone could make up a vaguely Arabic-sounding name and create a substub with "PLACENAME is the name of a village in insert-emirate-name-here". We virtually always keep verifiable pages about settlements because they virtually always get significant coverage in some manner, but this means that if there's no evidence of significant coverage, we should be more ready to delete them.
