If you've already created the account, it is an usurpation. In any case, you own the account, free and clear, since you have already created it. (Yes, you are allowed to create and use a new username if you are blocked on the basis of your username alone.) ... and since the underlying IP address does not appear blocked, you should not be doing anything with this account anymore whatsoever ... not even logging into it.
