Unless there's some unusual reason to make an exception (i.e. the French names are always used unchanged in English-language literature), then they should indeed be translated. (The French name should, of course, be given prominently in the article text, e.g. "Research, Assistance, Intervention, Deterrence (French: Recherche Assistance Intervention Dissuasion)".
