Ed6767! The IP user on
173.85.195.134 appeared to be a banned individual returning as an IP user to evade that and continue with problematic edits. Looking at their continuing
contributions, it seems I'm not the only one who encountered problems, and on their
User_talk:173.85.195.134 page they pretty much admit as much. Still, I should have provided more documentation in the revert note. I'll bear that in mind. Thanks!

It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve.
