What about this page is "commercial?" I see no ads or suggestions that Boyce is available for hire or has something to sell.
What elements are present that support your statement that this a "vanity" page?
By what measure do you judge the person who was instrumental in sorting out the first workable model for commercial publishing on the web (banner ads) "non-notable?" The banner ad model has generated many billions of dollars in ad sales, was the key support for commercial web ventures from 1994 to approx. 2000, and is still one of a handful of ad forms that are used in web advertising.
"Reference includes minimal mention of Boyce" - Are you claiming that the book makes minimal reference to him? What is "minimal mention," who sets the standard and how does that apply in this case?
The bio states Boyce is an early pioneer of the development of the commercial web. It specifies his contribution. The book verifies this statement in detail (as do other book references and links not in this article.)
"Text verbatim reprint from book in Para 1 Possible" I guess anything's "possible." Have you considered investing the time in actually looking before you proposed deleting the article? It's easy enough to establish one way or another. This kind of statement could be made about every sentence that appears on wikipedia or any other source of information.
I agree that the bio could contain more info, but the info it does contain is verifiable and covers a topic that is notable and potentially of interest to the hundreds of million people who visit and use commercial web sites not to mention the large industry that has grown up around commercial web publishing since 1994.

You elected to delete two WP:PROD, contrary to WP:CSP. The paragraph regarding Rick's hiring from his original firm is a verbatim pull from the book. Additionally, Risk's mention in the book hardly qualifies as a standalone biogrpahical reference. It is a minor reference with little detail relating to himself, versus his role as a salesman / marketer. I contest your assertion of Rick as being "instrumental", the text you cite does not support this claim - and you only cite one text. It would be akin to saying Bill Gates was instrumental in developing MS-DOS with a single line reference to his philanthropy. Boyce is not a technolgist, he is a marketer and ad salesman. There is nothing in your proposed bio to support the statements and the text actually refutes his involvement with the creation of banner ads.
Minimal mention is four times in a book of over 250 pages. The information submitted is more commercial than biographical and a quick search on Alexa would indicate that your 100s of millions claim is incorrect.

Hi Nolatime. I had a look at the deleted article and don't believe it should have been deleted. I will save the text of the deleted article in your userspace here. You may recreate it in the mainspace. If anyone else believes the article should be deleted they can contribute to a further discussion at WP:AFD.

The actual deletion summary of prodded articles is not generally the deleting administrator's opinion, but that of the person who proposed the article for deletion. Thus it is usually pointless to ask the admin themselves about it :) Anyway, please feel free to recreate the article.
