There is NO stated policy against linking to site that contains relevant information for the user. Please show that direct link if I misunderstood. There is no mention of the policy for which I have been censored.
Below is the stated policy:

1. Sites that violate the copyrights of others
2. Sites that match the spam blacklist
I want to be prefect clear. Am I to understand that there is a policy specifically stating that an author cannot post a link to content, irrespective of whether or not it's relevant, solely on the basis that they themselves are the author? I keep getting the stated reason for this is that it's a very strict policy. Where is this policy? In stead of reiteration your position - specifically show the policy. Again, view what's above.
I'm am new to working in Wikipedia - it's very award. Would be too much to ask for a direct link to the policy? As I read the first policy is to be bold an improve the Wikipedia site. I was trying to link a meaningful article. The article is also posted on Freshmeat.

About your first point: Wikipedia:EL#Advertising_and_conflicts_of_interest says: You should avoid linking to a website that you own, maintain or represent, even if the guidelines otherwise imply that it should be linked. If the link is to a relevant and informative site that should otherwise be included, please consider mentioning it on the talk page and let neutral and independent Wikipedia editors decide whether to add it.
About your second point: yes, newcomers are invited to be bold and try editing pages. If a newcomer makes a mistake, it's the job of experienced editors to correct those and explain why. That's why, at first, I placed a polite message on this talk page to let you know that these particular edits were not in line with the Wikipedia policies. But ignoring such messages again and again is no longer a newcomer mistake.
I believe that you put a lot of effort in writing the SQLite tutorial, and that it is a good piece of work, but I, not being an expert on SQLite, cannot judge whether this resource is the most appropriate one, and neither can you, because you are not neutral in this. There are plenty of editors watching articles like SQLite and if your resource is really good as judged by others, it will be included. (P.S. - this has already happened)
Good, knowledgeable writers are welcome on Wikipedia to edit articles (I mean by correcting mistakes, writing new sections, etc.). If you would like to work on Wikipedia like that, and agree to not insert links to your own website, I am sure that the admin who blocked you would be willing to release the block.
