This is a standard message to notify contributors about an administrative ruling in effect. It does not imply that there are any issues with your contributions to date.

You have shown interest in post-1932 politics of the United States and closely related people. Due to past disruption in this topic area, a more stringent set of rules called discretionary sanctions is in effect. Any administrator may impose sanctions on editors who do not strictly follow Wikipedia's policies, or the page-specific restrictions, when making edits related to the topic.

For additional information, please see the guidance on discretionary sanctions and the Arbitration Committee's decision here. If you have any questions, or any doubts regarding what edits are appropriate, you are welcome to discuss them with me or any other editor.

Your further attempts at hiding your NPOV violations using your administrative access have been screenshot'd for the record. This does not further your position. The more censorship and insults you apply the more my case is strengthened even if I have to take this information to social media and more unbiased media outlets. Exposing that wikipedia is no longer neutral, and no longer factual and furthermore enforces a very specific political view will be a notable and newsworthy story.
Okay, I'm gonna answer this, and then I'm done with you: 1) I'm not an administrator! I don't have any administrator powers on this wiki (though I do on a different wiki). 2) I'm not censoring you! This is not what "censorship" is. You should learn that if your goal is to Right the Great Wrongs of Wikipedia Bias. 3) Your "screenshots" are meaningless and frankly laughable; they would not and cannot be used as proof of anything on Wikipedia (or anywhere in the real world, really); however, Wikipedia has a whole history and diff system so you don't have to screenshot anything but you do you. 4) I left this notice here because you're editing in that area and policy requires that it be given to you if you're working in the area. It's so that later, if you behave badly about it, you can't say "No one told me!" Anyways. Have fun, don't forget to tip your waiter.-- Jorm ( talk) 22:12, 31 March 2019 (UTC) reply
so it's just a coincidence that the very person who stands accused of NPOV violations who also claims not to be an administrator is also the one serving this notice? What a wonderfully unbiased and incorruptible platform you have here. KykMooi ( talk) 22:21, 31 March 2019 (UTC) reply
