The importance rating for the Video Games WikiProject requires High-Importance characters to be iconic and widely recognized outside of their series. Samus is not at this level, she is not very well-known outside of Metroid and Smash Bros. She is closer to the Mid-Importance criteria, as a protagonist of a popular series.
On the other hand, the Miis easily meet this criteria. The 3DS online shutting down has nothing to do with it. The Miis are iconic to Smash and the Wii series, as well as starring in Tomodachi Life and Miitopia, and being playable in several Mario spinoffs, among other things. They were the first Nintendo characters to get a mobile game, and they are some of the only ones to be pre-installed on Nintendo consoles. It's okay I just want to let you know that not just concept but "Appearances" section is also filled with primary sources its either a primary video game source or a book published by Square Enix. Per the notice when creating a review page, the current practice is to not use Level-2 headers (meaning ==this kind==) for GA review pages, and instead use Level-3 headers (meaning ===this kind===) to divide the review into sections.
