Hi Wallyl22, and thank you for your email. I assume you're talking about Draft:Joel S. Schuman (you also have versions of the page on your user page and your sandbox page, which can create confusion - my advice is to remove the text from those places if isn't your latest work).
After the draft was declined on 5 October 2014, nothing happened for a while. You made a number of changes on 23 April 2015 (including deleting the text of the previous reviews [the stuff marked with the comments <!-- Do not remove this line! -->], which is also where the resubmit button is). That may explain why you didn't indicate that you were ready for another review by resubmitting it. In any case, that's why no one has commented on, reviewed, accepted, or declined it. To the volunteers at Articles for creation it looked like you were either still working on it or had abandoned it.
Another editor restored the text of the previous reviews on 16 June 2015. If you're ready for another review, all you need to do is click the blue resubmit button in the big pink box at the top of the draft. The good news is that the queue of pending submissions is shorter now than at any time in the past year, so much so that you might receive a review within a matter of days. It won't be from me because I make it a practice not to review a draft twice. This gives submitters the benefit of a fresh look from a reviewer who may have different strengths.
