I've reset the rangeblocks to be anon-only, however, they have been used extensively by Cplot for vandalism, and if it continues, the full blocks will have to be reinstated. I'd suggest finding out who at your ISP can actually do something about this, and passing me that information; I'll be most happy to give them a call and provide them with all the information they'll need to terminate his service for terms-of-service violations. With a 2006 budget of over 2.4 billion dollars it employs 10,891 people including 5,320 Special Agents. [1]
