I've been looking over Wikipedia talk:Articles for creation/A National Strategic Narrative and it certainly seems like one of the better starts to an article that I've seen. As you know I've had a tiny fiddle with it, and I'm struck by how interesting this could be.
A gripe I have with your article as it stands is that the "Summary" section more or less just lists chapter titles, rather than summarizing those chapters - what the thrust of each is, and what third parties have said about that aspect of the document. Has anyone come out and said "It's mostly fine, but this bit over here is going to get us all killed"? These kinds of insights are what makes for a great read.
