You have already done one appropriate step - mention the fact in the article's talk page. Drop a line under the relevant notice in the copyvio page. Then, as far as I am concerned, you have established the fact and can revert the page (and possibly wikify it) since I am not going to contest the revert.
As for my opinion, maybe you could also contribute to pages about the similar subject.

In regards to this article, it seems very specific for Wikipedia, as I'm sure you've been told already. I think it's an interesting paper though. You mentioned on the talk page that you posted this paper elsewhere. Maybe you could write a shorter description and post it to the Animal testing article referencing this article?
