I'm willing to help. The list you have is pretty good, but obviously the names shouldn't be in capitals. I can maybe get a script to fix that (it'll take me a while though). Those ones since 1999 are going to be hard to do. But once you have created the page people can help, and it doesn't just have to be done by a few people. I recommend joining WikiProject Rugby union if you havn't already done so. Then posting something on the project's talk page to get people to contribute. The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process.
