I'm not entirely certain about this, but there once was a big discussion about old USSR copyright terms and public domain status, here. Apparently, part of the result was that "Pre-1943 Soviet documents published anonymously, by a company, or by the state are in the public domain" (owing to a 1993 Russian law that retroactively restored copyrights until 50 years after creation, and a US law that makes foreign works PD if they were PD in their country of origin in 1996.
