Because range voting allows voters to rank candidates equal (or express no opinion at all!), therefore in the theoretical/strictest sense range voting cannot ever guarantee "a unique and complete ranking" (required for arrow's theorem). This is true even with one voter, and is IMHO the quintessential difference between the theory and practice of voting systems (single-voter / ties). Thanks for uploading File:Caterpillar rubber tracked tractor.jpg. You don't seem to have indicated the license status of the image. Wikipedia uses a set of image copyright tags to indicate this information.
