Hello Murad9711! I recently saw your query regarding the ability to create a new article in the Teahouse. I agree with the advice that you should probably edit existing articles to grasp how Wikipedia works because there are a lot of aspects before your article will get approved. I wanted to ask if you have created a basic draft of the article you want to create? If you have done I can look into it and guide you through the process having created a few articles myself. I am of course not a very experienced editor but I definitely have been here for some time know how to get things done. We could discuss the matter on my talk page if you please.
