In general wiki editors try to arrange photos for everything, and usually save the request photo template for situations where special attention can speed things up. Is there some pattern to the articles you are selecting, or are you just putting this template in a mix of articles? Some of these are very difficult to illustrate, and reviewers who check the "photo request" notice may remove the request if there is no obvious way to get a photo. I think that all of those requests are reasonable? Tagging them adds them to a relevant category, allowing interested editors to add photos in their area of expertise.
