Just to let you know, this has been discussed to the death on Wikipedia - see /info/en/?search=Wikipedia_talk:Manual_of_Style/Baltic_states-related_articles, /info/en/?search=User_talk:Kevin_McE/Archives/2009#Estonians_under_Soviet_Union.3F, /info/en/?search=User_talk:H2ppyme#Place_of_birth_and_contemporary_sovreign_state, /info/en/?search=Talk:Martin_Reim, /info/en/?search=Talk:Sergei_Pareiko, /info/en/?search=Wikipedia_talk:Manual_of_Style/Biographies/2011_archive#Country_of_birth.2C_for_historic_.28and_current.29_bios.2C_part_II and probably quite a few more.
