Hi,
Yes, you can leave messages on other users' talk page. You should create a new section at the bottom of their page, and write in there - remember to sign your message.
It's easiest to keep the replies in the same section, indented with a colon (:).
You should check back to see if they've replied, or use your watchlist.
Some more information about this is in the WP:USERPAGE link.
If a user leaves a message on your own talk page, it's easier to reply to it there, but it would be polite to let the user know. One way to do that is using a template; place the code {{talkback|Kcgs1989}} at the end of their talk page, and they will get a note telling them that you've replied on your own page.
