Basically N means its a new page, but doesn't need to be patrolled most likely someone already has. N! means it needs to be patrolled, the best way to find pages that need to be patrolled is by going to Special:NewPagesFeed. Which is a stream of new pages that need to be patrolled, when you do that, you can add maintenance tags to pages that need it.
