PUBLIC APPEAL TO PRIME MINISTER JUSTIN TRUDEAU AND QUEEN ELIZABETH II

I am an Israeli citizen and pure-blooded Jew and in 1998-2000 I was a Ph.D. student and research fellow at the Department of Mathematics of the University of Toronto. I was a research assistant of two professors of that department (being paid from their professorial funds) who used my proof of a mathematical problem they had offered me to solve in their published research works and project they received the Jeffery Williams Prize for -- what was officially recognized and confirmed (and, moreover, characterized as "a key result"!) by both of them, as well as by the Department of Mathematics.

I was admitted to my Ph.D. studies at the UofT after 2.5 years of studying and working (as a research assistant) at the Computer Science Faculty of the Technion of Haifa (Israel) where I had successfully passed my Ph.D. candidacy exam, fulfilled all the official requirements for receiving a Ph.D. in mathematics and published a number of scientific papers, including one at FOCS, the most prominent conference for theoretical Computer Science. Moreover, my research and results became well-known in the world mathematical community and my published papers were and continue to be referred to and cited by many specialists in Complexity Theory across the globe. Particularly, in his famous book "Finite Fields: Theory and Computation" Igor Shparlinski, one of the most prominent modern algebraists, wrote that my FOCS paper "announces a real breakthrough in this area", "this result has very deep consequences for the classification of complexity classes" and "no doubt the new technique discovered in that work is very interesting and should lead to many other important results".

However, the further treatment and attitude I got in the UofT from its administration is impossible to define as anything else but a bestial fascist persecution of a Jew and Israeli. It should be described as follows.

1) I received my Canadian student visa only in Summer 1999 and accordingly I didn't have a right either to attend any classes or pass any exams before that. But already in Autumn 1999 Prof. Ian Graham, the then Graduate Studies Coordinator and Associate Chair of the department, and Prof. John Bland, the Chair, started to unlawfully and criminally compel me to leave the Ph.D. studies program and the university via criminal threats and violent university police actions so that on one occasion, on November 17, 1999, I was driven to a hospital right from the Chair's office because of such actions and threats!

2) In 1995-2000 I intensely collaborated with the German professor Joachim von zur Gathen who was a full professor in this university's Department of Computer Science in 1981-1994 and still had the status of a visiting professor many years afterwards and who officially and extensively used my Ph.D. diploma project in a proposal submitted to the German-Israeli Foundation in 1998 for receiving a DM 350 000 grant. All those facts were officially confirmed by the German-Israeli Foundation, the Technion of Haifa, and Joachim von zur Gathen. But the administration of the UofT refused to take those extremely significant facts, as well as all my above-mentioned mathematical background, into account, hence monstrously discriminating and mocking me. Moreover, as in Summer 1999 I officially complained to the German-Israeli Foundation about the fact that Joachim von zur Gathen persistently withheld from me any information concerning this proposal's approval by the Foundation (even though the proposal clearly stated that I was supposed to receive a certain research grant in case of its acceptance because it was based on my Ph.D. diploma project at the Technion), apparently the fascist and criminal treatment I was subjected to at the UofT was also related to this complaint of mine, as well as to my activity in support of Israel and for fighting the Holocaust denial propaganda at the university's campus.

3) The only examination session I was granted an official permission to attend at the UofT was the one in May 2000. However, during the second exam of that session (on May 3, 2000) I was forcibly escorted from the exam room, beaten up and warned never to return by two university police officers (what was officially confirmed by the Department of Mathematics too) and on the ground of "not passing" that exam my Ph.D. studies were immediately terminated and I was expelled from the university (on May 10, the Israeli Independence day!). My official appeal to the School of Graduate Studies (as well as to all the other offices whose duty is to protect students' rights) of this university remains unanswered for NINETEEN years since then and therefore officially I must be still considered as a Ph.D. student at the UofT.

With supporting documents attached ( twitter.com/GregoryKogan2 ), I publicly appeal to the Prime Minister of Canada and Queen Elizabeth for a help!
