A topic must meet Wikipedia's special definition of a notable topic to be considered worthy of inclusion. This means the article's subject must have already received significant coverage in multiple sources that are considered reliable and independent of the subject. In the case of an article about a person, these criteria are further refined in Wikipedia's notability criteria for people and its policy for biographies of living persons.
A reliable source is a source with an established reputation for fact-checking and editorial oversight. This heavily favours mainstream news, academic press, and reputable publishers of books, newspapers and magazines. Self-published sources like social media (including Twitter) have no editorial oversight and are therefore disqualified - unless they are the official account of an existing reliable source (e.g. BBC). All you have given us for sources is one Twitter link, which is unacceptable.
Therefore, unless this person has already received press coverage from multiple third-party sources, then he is undeserving of a Wikipedia article until he acquires such coverage. In the meantime, writing about him on Wikipedia will be considered using it for publicity, which is not allowed here. You can't use Wikipedia to gain notability; you have to be already notable to merit an article.
As well, if you are this person, then please do not write about yourself. Wikipedia strongly discourages writing autobiographies and cautions that an article about yourself isn't necessarily a good thing. If you are not this person, but have a personal or professional affiliation with him, then you have conflict of interest; and if you are being paid to write about him, then you have to follow Wikipedia's mandatory paid editing disclosure policy.
Writing new articles on Wikipedia is one of the most difficult tasks a new user can try. It is better to start out with smaller edits to existing article to gain some experience with Wikipedia's rules and editing culture.
