Even if the copyright issue were resolved, an article would need to show "significant coverage in reliable sources that are independent of the subject" to establish WP:Notability. It's not enough that someone has invented it and published a recipe: to qualify for an encyclopedia article, there would need to be evidence that other people had thought it worth commenting on.
