Your edit to Pareto distribution didn't make anything more accurate. It completely missed the point and was incorrect. Symmetric distributions are not what this was about at all. Complete equality of incomes implies the wealthiest 50% of the population has just 50% of the income. That's the "50%" that was being referred to.
