Reason for block was "IP address is in a range that has been blocked on all Wikimedia Foundation wikis. The block was made by Jon Kolbert. The reason given is Open proxy/Webhost: Start of block: 15:03, 27 August 2023; Expiry of block: 15:03, 27 August 2028. Your current IP address is 15.181.199.144. The blocked range is 15.181.192.0/19."
* My IP address does not even seem to fall within the stated blocked range of 15.181.192.0/19. * I am not a web host and have never been one. * I do not, to my knowledge, use a VPN. * My spouse uses Norton products to protect our computer, but I have no control over this and, as a home-bound, disabled veteran, I have no other way (such as going down to a library) to access the internet. * I do use the same profile name - FitzMerritt - on sites like Find A Grave and Ancestry.com, but it is just a personal online moniker created from my own and my spouses' surnames; it is nothing more and was not created for any deceptive purposes. * I need to have my IP address unblocked so I may remove the sources to which the reviewer of my first article objected (references to Find A Grave), add more reliable sources as I find them, and resubmit my proposed article.
For consideration, as well, the dates of IP blocking were 27 Aug 2023 - 27 Aug 2028. However, my same IP address was allowed through when I created my account on wikipedia.org last night and when I submitted my first article for review early this morning. Curious that it is suddenly blocked today after this article was reviewed and rejected, but I cannot understand why that would matter since my article was only rejected because I unknowingly included an unacceptable source along with two other reliable sources. That can be easily remedied if my IP is unblocked.
I am only a private citizen trying to improve an entry on en.wikipedia.org about the list of Lord Mayors of London.

This IP address belongs to SurfEasy VPN. You need to disable the VPN and wait a full 24 hours for the block to clear. {{

talk Thank you for the guidance. Norton 360 does have a VPN setting that I was able to disable so I could proceed with edits. That blocked IP address is apparently for Norton 360 users as well as the SurfEasy VPN you identified; perhaps Norton uses the SurfEasy servers or they are the same thing? At any rate, my problem is resolved, and I appreciate your help.
