Just because UEFA is currently displaying something a certain way on their website does not mean they have changed their stance on the status of the quarter-finals of early European Championship tournaments. In the book they published for Euro 2020, Portugal is listed as not having qualified for the 1960 European Nations' Cup; if your assertions were correct, Portugal should be shown as having qualified since they reached the quarter-finals, but they aren't. Clearly UEFA only regards the "final four" as having qualified.
