Unfortunately, the article is not eligible for proposed deletion because it was twice sent to articles for deletion (AfD) in the past. (See debate number 1 and debate number 2). I have therefore undone your proposed deletion.
What you can do is nominate the article for a third time at AfD, although you will have to convince other editors that something has changed since the last debate.
