So, what I came here about in the first place: on what basis do you say that Image:Gasworks.jpg is the work of the Federal government? You don't clearly cite where you got it from (which you should), but you say it was on seattle.gov, which is a city site, not a federal site. Please do not move pages by cutting and pasting the content. It separates the edit history from the content, which is a requirement of GFDL.
