I'm sure the closure of the swimming pool will be a great loss to the community, but unfortunately Wikipedia isn't the place to lobby for people to sign a petition. There are plenty of other places on the web where you can do this. One thought though, why don't you consider starting a petition on the Downing Street websire if you feel strongly about the issue.
