Hello. When citing references for embassies, please only use reputable websites such as government or embassy websites and not 'embassypages' which is always wrong. You seem to be confusing honorary consulates with actual consulates. Honorary consuls do not represent a foreign country on an official level. They are citizens of the host country who are bestowed this title. They are not diplomatic. In the website of the Ministry of Foreign Affairs of Australia, though you see that it states that a particular country may have a consulate in Melbourne, if you see under the name of the representative, it will state 'Honorary Consul.' All users who registered an account before Saturday, 28 October 2017, made at least 150 mainspace edits before Wednesday, 1 November 2017 and are not currently blocked are eligible to vote.
