If this were a news article, I would be inclined to agree that repetition would be important. However, Wikipedia is an encyclopedia and adding redundant information serves no purpose here. The article already provided the proper explanation of what the recommended plan of action and there is no need to expand upon it. It is mainly there as a reference point for readers so they can understand the context of why mass evacuations during a tornado are seen as a life-threatening situation.
