It was spelt every kind of way, but the right spelling was Gallahar. Unusual but that's what he was born as. You'll find more under that. Second, there was some kind of insert or booklet (maybe for the AGM dinner) about the new ICF when it launched, so if you dig somewhere like Pearse Street Archive, you might come across it. You could try Cycling Ireland too, but I heard they don't have much of an archive, not back that far anyway. Third, there's a very interesting character, Jack Watson. He was one of the leading lights Up North for decades, then all-Ireland, and he's been Hon Sec for 20+ years, and he might recall something. Although I think he was a few years younger than most of the people you're working on. Best of luck!
