The process of liturgical reform in the 20th century began during the papacy of Pius X. Three months after his election, Pius X published Tra le sollecitudini, a motu proprio that detailed regulations for music in the liturgy. In the document, Pius X declared Gregorian chant the "supreme model" for sacred music and called for a restoration of Gregorian chant in the liturgy. The pontiff also affirmed the qualities of classical polyphony as especially suited to the liturgy, citing Giovanni Pierluigi da Palestrina's works in particular, and restricting instrumental music to the organ. However, he did allow the use of other instruments with permission from the local Ordinary. The Italian translation of Tra le sollecitudini also includes the first instance of the phrase "active participation" (partecipazione attiva), [say something about the phrase's prominence in Vatican II, or perhaps after mentioning the Latin] although the official Latin text simply has "participation" (participatio).
