Elvira Gwenllian Payne (née Hinds; 28 March 1917 - 24 April 2007) was a politician and the first Black female councillor in Wales. She was elected to Vale of Glamorgan in 1972.

John Darwin Hinds was Payne's younger brother; Hinds was the first Black, Muslim councillor in Wales, in 1958, and the first Muslim mayor in Wales in 1975.

Payne died in 2007 at Llandough Hospital. Her place of burial is Barry Cemetery.
