Plaintiffs did not establish standing to challenge the PRISM program which primarily targets Internet communications of non-US citizens believed to be located outside of US. The plaintiffs did not provide any evidence that being US citizens their Internet communications were being surveilled nor did they allege that they communicate with anyone outside of US.
