Base what I understand from the article, it is subsection based on content categories in psychometrics. Anchor test use common item as anchor to equate different form of psychological test analysis, or a scale used to establish comparable norms for new test.

Anchor test is one type of psychological assessment tool to measure an individual's knowledge or cognitive ability by testing the same areas in different ways. [1]

A study examined that higher anchor test to total test correlation leads to better equating them implies that an anchor test with itens of medium difficulty may lead to better equating. [2]
