links in articles where, to understand the meaning of the sentence, you have to follow the link, like you have just done.

Also, do not refer to 'a link' in an article; refer to it by name, either directly as in, 'The 2014 House of Lords report says...', or indirectly as in 'The House of Lords agreed that..', or just state the fact, and then give the source as a reference.
