Dr.P.V.Ramesh (Telugu:డా.పెనుమాక వెంకట రామెష్;1959- ) is an
IAS officer from the 1985 batch recruited from
Andhra Pradesh[1]. He is well known for his operational leadership of regional, national and international development projects [2]. During his career, spanning over 25 years, he worked with the state government of
Andhra Pradesh, the central government of
India and the
United Nations Organization. While working with the
United Nations Organization he was responsible for project design, supervision, monitoring, evaluation, fund administration of rural development and poverty alleviation projects funded by
IFAD,
UNDP,
UNODC,
UNFPA,in several countries such as
Afghanistan,
Bangladesh,
Bhutan,
India,
Indonesia,
Iraq,
Kenya,
Maldives,
Malaysia,
Myanmar,
Nepal,
Philippines,
Sri Lanka and
USA[2]. During his stint with
UNO, he worked in very high profile positions such as Country Programme Manager
IFAD in
Sri Lanka, Coordinator and Acting Director of
UNOPS Regional Office for Southern and Eastern
Africa based at
Nairobi,
Kenya, Country Representative,
UNFPA, in
Kabul,
Afghanistan to mention a few, which speak volumes about his expertise in building and leading multi-sectorial and multi-cultural teams of professionals [2].
As Sub Collector and Sub-Divisional Magistrate,
Adilabad District (1987-1989), he spear headed development programs for poor people in the midst of left wing insurgency and civil conflict. He played a pivotal role in sustainable resolution of land ownership and tenancy in
Utnoor[5]. The article "Land to the Tiller and Tiller to the Land – Implementation of Comprehensive Agrarian Reforms in Andhra Pradesh" [6] published out of the study conducted during his stay at Utnoor was cited by several authors and regarded as a valuable study in - Land Reforms Land Transfer in Scheduled Area.
During his tenure as Programme Manager of Integrated Tribal Development Agency, East
Godavari District (1989-1991), he focused on improving micro-credit, food security for the tribal people,universalisation of primary education, implementation of tribal development projects funded by (
IFAD),
UNICEF.
As Project Director, District Rural Development Authority,
Visakhapatnam(1991), he integrated development of women and children in the rural areas; and expanded irrigation and agricultural development.
As Joint Collector and Additional District Magistrate -
Chittoor and
Karimnagar(1991-1993), he co-ordinated agrarian reforms, and land settlement, improved information transperency and brought about administrative reforms.
As Director and Deputy Secretary to the Government, Department of Women and Child Development, Government of
Andhra Pradesh ((1992), he implemented child development and nutrition support services programme, reproductive and child health services, growth monitoring of children, supplementary nutrition, prevention of childhood illnesses, immunisation, early childhood education, etc ..
As Chief Executive Officer, District Development Board of
Mahabubnagar (1993-1995), he Co-ordinated rural employment through labour intensive works with active participation of the rural poor and civil society institutions.
As Director, Department of Tribal Development, Government of
Andhra Pradesh, (1995-1996), he worked for the universalisation of primary education in tribal children, implemented of health and education projects financed by the
World Bank,
DFID, and
UNICEF.
As Senior Portfolio Manager,
Asia and the
Pacific Division at

Malaysia (1996-2001), he managed
IFAD financed economic development projects,

As Coordinator, Regional Office for Eastern and Southern Africa (UNOPS) United Nations Office for Project Services,

Kenya, (2003-2004), he established
UNOPS regional office for southern and eastern Africa by integrating three different units in
Nairobi.
As Senior Advisor,
UNOPS,(2004-2005) he co-ordinated programmes for the modernisation of
Afghanistan and helped the Afghan government in the establishment of national authority for standards, metrology and quality assurance, in partnership with the
World Bank,
UNCTAD,
UNIDO, and
WTO and in close collaboration with
USAID,
DFID and European Commission.
As CEO, Urban Finance & Infrastructure Development Corporation,
Hyderabad, (2005-2006), he established and managed the 'Urban Infrastructure Fund'; Co-ordinated slum development and urban povert alleviation.
As Secretary to the Government of
Andhra Pradesh, Ministry of Medical, Health and Family Welfare (2006-2007), he oversaw the implementation of 'National Rural Health Mission' (NRHM). He introduced state-of-art emergency medical response system across the state in partnership with private sector.
As Country Representative,
UNFPA, (2007-2009), he was at the helm of the management of the largest
UNFPA country programme in
Asia-Pacific region for improvement of reproductive health, maternal mortality and morbidity. He was the first
Indian to hold such a position.
As Commissioner, Department of Industries & Export Promotion, Government of
Andhra Pradesh (2009-2010), he worked for strengthening the PPP (Public Private Partnership) and promotion of
Andhra Pradesh as a place for innovative industrial ventures [7].
As Principal Secretary H&FW Goverment of
Andhra Pradesh, (2010-Present), he is head of the management of medical and health ministry,
Andhra Pradesh, he is working towards the improvement of health services on reducing maternal and infant mortality rates, emergency medical services, regular monitoring and control of diseases like
Swine influenza,
Dengue fever,
Malaria,
Chikungunya. He is brinigng about reforms for the strengthening of healthcare initiatives,R&D, modernization of health care sector-making the Health&Family Welfare department a model department for the rest of the states in

Dr.P.V.Ramesh identified the talent of an under-previleged student and financed his education [13] Later on he went on to win the prestigious Felix Scholarship at School of Oriental and African Studies (SOAS), Univeristy of London. Now Dr.Chinnaiah Jangam is a faculty member in the history department of
Wagner College[14].
