This is a great start! I think you've highlighted some important gaps in the existing article. Definitely fleshing out policy initiatives and proposed solutions in other countries is a great idea. In addition to focusing a lot on the US policy context, the article also doesn't go into as much detail about specific policy proposals and how they aim to combat period poverty. When you're writing, going into detail about how different policy solutions could work, particularly given their cultural contexts, would be helpful.

One area I would consider expanding upon is how period poverty impacts employment. The existing article mentions that period poverty often keeps girls from attending class, but does not address how period poverty may negatively impact women's labor force participation.

Overall, I think you have a great outline and I'm excited to see the finished result!
